What are 12 services exempted from fees

In the official gazette released recently, President Paul  Kagame ordered a waive of fees people requesting about 12 services including authorization and certificates delivered by decentralized entities.

This is Presidential Order No. 075/01 of 04/12/2023, which determines the fees levied on services and certificates delivered by decentralized entities. It was published in the Official Special Gazette of 05/12/2023.

Article 26 of this presidential order states that the services and certificates exempt from fees are as the follows: the service of transfer of ownership on immovable property, a certificate of ownership on land issued by the land committee, a certificate of land registration, authorization for the renovation of a building, authorization for the rehabilitation of a building, authorization for the erection of a fence around a building, and a building permit in a rural areas.

Other services and certificates exempted include a life certificate, death certificate, authorization for the production of wood charcoal, clay bricks, and tiles burning, authorization for forest harvesting, and a guardianship certificate.

However, the exemption from fees levied on services and certificates referred to in this article does not contravene the obligation to request them from the competent authorities before being used for their intended purpose, as stated in paragraph 2 of article 26.

Usually, these services and certificates were charged in different ways, such as for services related to doing something on real estate, including construction and forest cutting services and charcoal burning charged Rwf 20,000.

For other services like requesting a certificate of whether a person is alive or dead was charged at 1200 Rwf, while those who wanted to renew and renovate buildings were required to pay 5000 Rwf in Kigali or 1200 Rwf anywhere else in the country.
